Garage door rusting

My garage door is rusting at the top and at the sides. Last autumn I took the rust off and down to bare metal. Undercoated and top coated, but to no avail, the rust is back again.



I seem to remember that there was a product that could be painted onto rust and then converted the rust into a metallic coating. But my local paint shop knows nothing about such a product.



Has anyone on this NG any experience of anything that would do the job?

phosphoric acid - Jenolite? Converts rust to phosphate IIRC and that is stable. Then use car body filler to smooth out + rust resistant primer. .

Is this galvanised, painted, or plastic coated?
