I think he means that stuff used in packaging. Probably applied hot. You can peel it off and roll it into a ball - but it is not reusable like Blue-Tac and is clear. (IMHO)
The stuff they stick freebies on to magazine covers with? I often wondered what that was .

An internet search for "Fugitive Adhesive" should sort you out.
Peelable adhesive:
It's called "fugitive" or "peelable" glue or adhesive. It sometime comes under the category of "PSA" or pressure-sensitive adhesive.
It is a high-tack hot-melt glue.
Google for "print finishing adhesives"
or "peelable adhesive" or "fugitive glue"
Few years ago, a PC mag referred to it as 'hi-tec snot' - seemed apposite.
