Maybe it's an in-joke amongst Google car drivers.

Or something on the camera housing that needs pliers to fix, and the drivers are forgetting them when they finish the job.

I've seen quite a few of these pointed out in the last year or so.

Used to live less than a mile from that awful place (good people though), so nothing would surprise me!

Yes. They also find it necessary to put a sign on the gents "Only one person at a time".
