Thoughts on digging through the foundation vs. interior valve swaps?

I’m dealing with a bit of a head-scratcher at our new house, which was built back in the mid-60s. We had a guy come out because our water pressure is way too high and we definitely need a new PRV. While he was here, I figured I'd ask about swapping out our old, crusty gate valve for a modern ball valve just to be safe. The plumber and his boss came back and told me it’s going to be around $5,000 because they claim they can’t get to it without drilling through the foundation and digging outside. They mentioned city permits and the whole nine yards. It’s wild to me because my last place was a quick thirty-minute job with no digging involved at all. I’m curious if anyone here has run into a situation where a simple shutoff required that much demolition? Is there usually a workaround to avoid cutting into the concrete, or is this just the reality of older plumbing? I'd love to hear how others have handled these tricky main lines.


I had a similar issue with my 1964 ranch-style home last summer. The original brass gate valve was seized solid, and the local shop quoted me a crazy price beacuse they wanted to trench the front yard to reach the curb stop. They kept talking about the risk of the old galvanized pipe snapping off at the threads where it enters the foundation.

Before you let them bring in a jackhammer, ask if they can use a pipe freezing kit like the ones RIDGID makes. My second plumber used one to create an ice plug in the line just before the valve. It let him swap the old 3/4-inch gate for a Watts full-port ball valve in about an hour without even turning off the water at the street. If your service line is copper or K-type, this is usally a much cleaner way to handle it. If they are insisting on digging because the shutoff is buried behind a finished wall or under a slab, maybe look into an outdoor meter pit instead. It might cost a bit, but it beats having a hole in your basement floor forever.

Honestly, I’d be careful about looking for a cheaper workaround here. If your house is from the mid-60s, that main service line is likely nearing the end of its lifespan anyway. Putting a shiny new Apollo ball valve on a pipe that’s been sitting in damp soil for sixty years is asking for a catastrophic failure right at the foundation wall. I’ve seen guys try to just swap the valve inside, only for the vibrations to cause a pinhole leak six inches outside the house a week later. That $5,000 quote probly includes a full trenchless pull or a new K-copper line. When we had our main shutoff fail in our 1968 split-level, the plumber tried using a CO2 freeze kit to swap it without a street shutoff. It worked for about three hours til the old galvanized pipe crumbled. We ended up paying nearly $6k to have a crew come out with a mini-excavator and run new 1-inch PEX all the way to the meter. It felt like alot at the time, but now we don't have to worry about the PRV blowing or the main line bursting under the slab during a freeze.

Oh wow, I just joined this group and I’m allready learning so much! $5,000 sounds like a total nightmare though, I’d be sweating bullets if a plumber told me that. I’m just starting to figure out my own 1960s fixer-upper and every little project feels like a huge adventure! Since you’re already looking at the main line, has anyone here tried those smart leak detectors like the Flo by Moen? If they’re already cutting into the pipe, is it pretty easy to just toss one of those in while they’re at it? I’m terrified of a basement flood!

$5k is insane, sounds like they're giving you the "I don't want to do this" price. Did they even check if the city curb stop works? Most towns'll come out and shut the water off at the street for free. Once that's off, swapping a gate valve for a ball valve shouldn't take more'n an hour if the pipe's solid. I’d definatly get another couple of sets of eyes on this. Don't let 'em start digging till you’ve talked to someone else.

It's highly probable the plumbing company's quote reflects a concern that your 1960s-era service line—expecially if it's a particularly brittle grade of galvanized iron—has undergone enugh internal tuberculation that the mechanical force required to unthread that gate valve woud cause the pipe to shear off at the foundation entry. If the transition from the exterior service line to your internal manifold is literally encased in the concrete footer without a proper protective sleeve, they are likely quoting for a new subterranean vault to ensure the new full-port ball valve remains accessible and properly isolated from potential galvanic corrosion.
