The requirement for W/R devices does not replace the requirement that they be in a rain tight (NEMA 3R) box and cover.

Weather Resistant is not Weather Proof.

If I'm in a weather proof tent, that's all I need. If I'm in a weather resistant tent, I'd probably want that tent to be in a big box. Depending on the weather, of course.

In this case weather resistant means it can survive in a "rain tight box" (stops the direct rain) without undue corrosion from the moisture "rain tight" enclosures don't stop. In the case of an "in use cover" required by the code, they are barely even rain tight. I still use gasketed snap covers anywhere that a cord is not usually connected. I don't have many places with a cord plugged in unless I am there using it.
