Drudge has a picture of maybe a dozen kids apparently walking in the school parking lot where this latest shooting took place. There's a county deputy watching them. Each of the kids has both hands on the shoulders of the one in front. Why the hands on the shoulders?

Yes, that is the way they move prisoners but these are students I presume, not people in custody.
There's the related issue that until proven "innocent", every one of those kids has to be considered a suspect in the shooting.
Same deal when there's a bank hostage scene.
