Pushmattic breaker panel with no power main disconnect

I need to replace a Pushmattic 20 amp breaker but there isn't a main disconnect . Any ideas

Pop the old one out, the other in. Insulated screwdriver if needed.

You can always pull the meter. Cannot imagine no disconnect in the line.

Me either, and it's a breaker panel, so it's not like 1920 either. If the panel doesn't have one, one would think that by code of the era there still had to be one ahead of it.
