So, I am about to buy this house, but the kitchen, laundry room and bathrooms have this super out dated pebble tec flooring like 90's style. Please tell me someone knows how to remove it or if I could lay something on top of it.

Laying anything on top of the existing floor is going to raise the floor and may cause all sorts of issues with doors, stairs, entrances to other rooms, etc. Doors can be trimmed and trip hazards between rooms can be softened with transition strips, but stairs (if involved) can be a problem. You will change the rise of either the top or bottom step and that is a serious safety issue.
It may depend on what kind of subfloor you have, but a floor scrapper may help with the removal.
There are manual scrapers, power scrapers (jack hammer or demolition hammer types) and industrial scrapers that look like those floor washer machines used in supermarkets and home centers.

There are also solvents that can be used to dissolve the epoxy, but that seems way to slow for me.
