I saw the whole Narcos series on Netflix. It was based on fact not fiction. Removal of the drug cartel people from South America would do a lot to settle it down for the decent people there.

The only chance of making a significant dent in that is for those countries to adopt a military, war based rules approach, eg drone strikes, shoot first, treat them like ISIS, instead of police trying to capture them and bring them to justice.

Solitary confinement would be a walk in the park. These cells have 'some' daylight piped in. Sound proof. Single cell with ~the highest staff to convict ratios. The TV limitation include dedicated inside shows. The bed and stool are concrete.

This is a Control Unit of the BOP. Policy comes down from D.C. The warden takes orders.

He goes to admin control unit (admin super max Alcatraz of the Rockiest) for a minimum of three years to get his mind right. The sum beach don't get to decide were he lives.

The AB is the reason the Supermax was built. I went TDY to Marion in '83. This guy killed an officer. The other AB killed the second officer within a short time later on the same control unit. Years earlier at Marion they killed the leader of the Black Gorilla Family, choking him with a radio cord through the cell bars. (Hint : don't sleep with your head at the grill bars).
