Never used one!! I can remove my cap and see the water in my 230' deep well at about 35' below the top.
Your well cap is more challenging!! The simplest way to do it is first remove the plastic cap where the pull rope passes through and see how much space you have between the rope and the pipe.
Then get a fishing line and a small something that will fit through the space that will float. Might need a very small sinker to give a little weight. Check it in a glass of water first.
Then lower it down the pipe until it floats and mark the line. Pull it up and measure the length. Job done!!
However there could be other unknown or unseen things below that will interfere with the line dropping. The only way that can be avoided would be to disassemble the cap, plumbing and electrical.
I hope there is a very good reason that the depth is important!!
I might hire a well digger to do it. They might do it for free if it means business for them like dropping pump deeper.

As for the startup capacitor, here's what the plate says for the device: Franklin Electric Model 2801074915 HP 3/4, Volts 230, HZ 60, RPM 3450, PH 1, Amps 6.4, S.F. Max. AMP 8.0, KW .55 SF 1.5, KVA Code M, Date 00F19 Automatic Thermal Protection in Motor Continuous Duty There is a blue switch also which says P/N 223415903 3/4HP, 230V
That startup cap controller is coupled with this box next to it. Franklin Electric, Pumptec Pump Protection System, model 5800020116 (for 115/230 VAC, 1/3 to 1-1.2, HP 3/4 Volts 230)
There's an older Pumptec Pump Protect System model 5800020100 too. but it doesn't have the startup capacitor. It has just the relay.
I'm not sure but supposedly the capacitor is Franklin Part# 275464118
I ordered a new startup capacitor for $19 + tax/shipping.
The well pump keeps shutting off after only a few seconds.
I think my well is three to five hundred feet deep (I don't remember exactly), where it's not pumping well so I want to see two things:
a. Depth of water in the morning (after it has had time to recharge). b. Depth of water after pumping for a while (which may be too low).
The part I don't know is what to remove to get inside the well.
Getting that Well Cap off will be difficult without the proper tools and knowledge!! You can get the tool but the knowledge will be hard to learn for a one-time challenge!!
Best to contact a Well Guy and get it done!!

Classic symptom for waterlogged tank. Drain the tank and check the bladder air pressure.

Sounds like your storage tank is full. Check the air on that first with a tire gauge.
