It's the parts changers. And they know who they are!
It may be something as simple as a bad safety or flakey ground but without being there to actually test, can't say for sure. In any case, there were very few HSI or electronic ignition models made, most were standing pilot. They really need to call the local Rheem/RUUD folks to get somebody over there that know WTF they are doing.
