do i need to remove the5/8 x 6 deck boards before sheeting the deck in plywood

Not if they're in good shape. If they're rotted or you don't know the condition of the structure, then they should come off for an inspection hole and can then be put back and sheeted over...assuming all is well and carpenter bees haven't weakened everything.
