There will be no posts in the ground. They will be surface mounted and some with j_bolts.
can i build a ground level deck with stairs and landing with untreated wood and just stain right away.

Sure, if you want. But, stain alone doesn't do much of anything to protect any wood. If it'll get Sun, then the ONLY good choice is One-Time Wood Protector
