No, but black plastic gutters take black gloss fine without any primer or
undercoat. If your cistern is black and you want it white or some other
light colour then I suspect that you will need either white primer and
undercoat or a couple of coats of gloss to hide the black. If the cistern is
shiny black then a rub down with a fine abrasive paper will probably help to
give a good key to the first coat of paint.
