my crank window does not hold in place - it moves back and forth with the breeze. if a strong wind it will whip it wide open

my crank works fine but something is allowing the wind to move it wide open and then closed - does not stay in a place...

Supplier measured and shipped windows. They are one and one half inch smaller in width and one inch smaller in height....
