Any idea where to get welding o2 at the lowest cost - i.e low cylinder rental etc

It's a cartel, and they have you over a barrel (or cylinder). Cheapest way is to use an awful lot of it, or to borrow cylinders from someone (scrappies / construction) who does.
If you're reduced to getting it from BOC, the gas is basically free and you pay most for cylinder rental. Go for the biggest you can deal with. An M (acetylene) and an X (oxygen) size will fit in a car or a Portapak trolley, but have rather more volume than the horribly expensive standard Portapak sets.
Air Products are cheapest around here - or you could use BOC, but you need an account to buy from them.
