Round here (rural Shropshire) the stock fencing is exactly the right size for a sheep to stick its head through, but not get it out again.
Round here they use bramble thickets for that. Munch their way in deeper and deeper and then cannot engage reverse gear.
Sheep are pathologically designed to die before reaching old age. Ask any sheep farmer.

Couple of times I've freed a lamb from stock fences. The best way seems to be to deform the hole to make an arc at the top, hold on to the fence, smack the lamb smartly across the nose - worked both times.
AFAIK nothing will stop cats.
We don't have any animals to keep in, and accept the risk that small dogs may be able to pass through. However there is no footpath in the field, and the owner has Labradors.
