The costs are significantly different for a person to person payment from a person to business transaction.
In the UK, you can make a person to person transfer via Paypal with no trader fees.
Not sure if you can internationally.
I would imagine the fee structure is international, neither party can tell where the other is located as just an email address is needed. Of course there are still exchange rates and possibly credit card charges ?
