I would have expected to see barriers, or at least a second person, at ground level to keep pedestrians away.

HSE would have expected the tower to have been inspected by a suitably qualified person before it was used.
I could have swapped that stood on my A frames:-)
Actually we replaced a faulty photocell on the outside light - the light was on 24/7. The scoffold had been hired to swap a motor on the curtains in the main hall (higher than that light) and it seemed silly not to reuse them to swap the pghotocell at the same time. Normally we use a scissor lift when working on the outside lights as it would be the replacement of several lamps.
And it was level. A sturdy install - only missing the top platform!
