Strange hole in bog floor

As mentioned earlier there is a hole in my bog floor at work.

I've finally got around to emptying the stagnant water and detritus within so I can have a good look but i'm no wiser.

It has plainly been cut into the floor since it was last tiled (not that I know when that was).

There don't seem to be any passages within. The base is solid metal but sounds hollow beneath but there doesn't seem to be any means of lifting the bottom out.

In the 'flange' part way down it are two cutouts which make me wonder if it was possible for something to be inserted and twisted to lock in place?

Any ideas?

There used to be a hole in the floor of the bog at work, the apprentices drilled it so they could put a hose up it and hose whoever was on the bog.
