I've just had some work done on the house, including complete repointing. As part of this they agreed to seal around the windows (2 eqaul sized panes, top one opens), which for some reason had nothing used when installed about 10 years ago - just some remnants of foam.
They didn't want to do the arched area at the top - I've done that now using facia board, and sealed around that. I'm not sure about the bit between the sill and the window frame. They've left that too for some unspecified reason. I can see how it might help the very limited drainage requirements (there are no other drainage points that I can see, and the opening light does have some holes knocked into the frame), but to my eye it does look a mess:
