Bingo. At least the penny has (or should have, were you not so thick) now dropped. So, *everything* to do with the UK not making use of the powers they have and little to do with the EU (other than formally giving the UK the powers). They didn't use their powers because they didn't want to, needing migrant workers to do many jobs that many of the natives won't.
