I believe Police Scotland was caught out as it was no longer a Joint Board within local government.

Conversely, a tradesman who is not registered for VAT cannot show VAT on any invoices that he issues. He must add the VAT that he paid on parts and materials onto whatever he charges the customer for those parts and materials so they never see it.
