'State' employees can have a pension as part of their remuneration package. So no different to anyone else.
The OAP is a different thing entirely.

o those paid by the taxpayer, not private sector companies.
They are not paid by the taxpayer. Money was deducted from wages. However, instead of investing it, they spent it.
