I would suggest that population density has much to do with it:
Spain: 250/sq mile France: 315/sq mile UK: 730/sq mile England: 1130/sq mile
Then people are astonished at how hard getting the permits is here, and whine about nimbyism. So in France or Spain, getting the permits is going to be rather easier, as there will be fewer toes being trodden on.
