motorised clothes pulley?

Is anyone aware of a motorised clothed drying pulley on the market. It's for an elderly gentleman who is becoming unable to raise and lower the clothes pulley. Alternative would be to fit a sheave on the frame and double-rope though in his small kitchen the extra rope would be a trip hazard. Also thoght of counterweighting the pulley and boxing in the counterweight though the kitchen layout would preclude this method. His flat is quite small and there is no room for a floor standing clothes horse or tumble dryer.

A marine chandler might have a rope-winding handle (technical term, that is) with some gearing so the pulley can be wound up and down slowly, and it doesn't come crashing down if he lets go.
