Well, Siemens built a railway test track in Germany that mimicked the defects known to be encountered by their rolling stock when used on actual British tracks, so that they could identify problems before the trains went into service.
A Hitachi train-set developed cracks in its welded aluminium monocoque carriage design because they (presumably) failed to take similar precautions before using a design that never caused such issues in Japan, on UK tracks.
Their manufacturers have never had to play dodge the pothole :-(
Would seem perfectly reasonable to limit pollution from vehicles stuck in traffic:-)
