No, the Government is trying to enforce them by law. That's a somewhat different thing than popular demand, don't you think?
Laws are not needed to encourage people to do what they want to do, only what they don't want to do. Do you find this a difficult concept?

Actually I have and yes it can, and at a better price than the one next door which did have double glazing. The reason was that the DG was inappropriate for the character of the property.
