But no enforcement powers either if it's been like that for long enough. Though there might be a council tax bill at the end of it.

there are enforcement power. at least in Surrey. Councils have been know to demolish unauthorised buildings - and charge the owner for the cost of doing so.

only within 12(?) months, or longer if the development was "concealed" e.g. the bloke who built a castle behind a facade of a haystack.
