One suggestion given was to artificially generate black mould on a ceiling and wall which could suggest that the roof is leaking.
Any suggestions on how damp mould stains could be created - without making a hole in the roof?

I doubt a bit of mould will make much difference to the capital value. Even a new roof is hardly a substantial fraction of the value - leaving aside thatched, listed building with clay tiles, lead on a church conversion etc
Beyond that it'd help to know which jurisdiction you are in, who are you trying to cheat, and by how much.
How is the premises going to be valued? For mortgage purposes a valuer may not even leave his office or maybe just have a drive past.

Or burn a couple of packets of intense Indian incense sticks in some random upstairs room. This will create the illusion that there is some underlying bad smell being disguised.
get some tenants to smoke real crack inside. They'll soon turn the place into a slime ridden tip.
Apparently smearing plain yoghurt over new stonework is the standard way of getting garden ornamants to develop a nice patina.
