The article advocates the use of 'pumped water storage' a concept used sucessfully by the CEGB in the early 1970's e.g Dinorwic in north Wales.
Really up to date these Germans, eh?

It's worth pointing out that the electicity rates in germany are one of the highest in the world, according to this table:
So I doubt that the occasional negative price offsets the higher costs.

It doesn't. The article tries to interest/confuse readers by hinting that the retail price drops negative - it doesn't. It's only the wholesale price that does on occasion.
