Fluorescent light starts OK but goes dim and flickering after an hour or so - ballast?

I remember the dodgy Woolies short tube fittings held onto a cylindrical piece with a normal bayonet connector. I never did figure out how these worked as they did not have a choke or a capacitor that I could see. They had the unfortunate problem of not working below about 5 decc, So in my shed they flickered, and the only fix was to plug in a hairdryer and play it on the tubes for a couple of minutes. Must have been made for hot countries. I liked them cos they did not have that awful strobe effect you could get with ordinary fittings. Brian
