Electric in the garden shed and "part P"

A quick question for you guys, I'm aware that if I want to put an electric socket in my shed and wire it into a switched-fused spur in the house then I need to get my local council's building control department in.However, am I correct in assuming that if I just use an extension lead and plug the cable into a socket in the house then this circumvents this requirement?TIA
