In terms of same brand, etc Bosch, Blue Range... Can a battery from a 14.4V drill / driver be used for a 18V Combi?

Dunno about Bosch. A 12v Makita battery will fit a 14.4v Makita combi & it still seems to work. A 14.4v won't fit a 12v drill.
According to people here, putting a lower voltage battery into a higher voltage machine does no harm.
