Car respray problems

Is anyone familiar with car respray problems? I bought a car a fewweeks ago. The red paintwork was nice and shiny at the time. However,within a week or two, the roof and bonnet developed an overall palematt bloom. I tried using T-cut on the bonnet. A lot of hard polishingbrought back the gloss at first, but within an hour or so, whitishstreaks started appearing, following the lines of where I firstapplied the T-cut. I t-cutted again, to polish out the white streaks,and followed this with a coat of car wax, hoping this would stop thestreaks reappearing, but when this dried, the streaks appeared again.They can almost be polished out using a clean dry cloth and some hardrubbing - but then they seem to reappear! The streaks appear to be onthe surface, but I guess they actually penetrate the paint, judging bythe amount of rubbing it takes to make them (almost) roof and bonnet have obviously been resprayed, and obviously there issome problem with the way it was done. Is there anything I can trypolishing the paintwork with to get a permanent gloss back and stopthe whitish streaks reappearing? I'm hoping to avoid having to respraythe affected areas.Thank you..Jerry L

I'm willing to bet not. If cutting back the paint with an abrasive like T-Cut or whatever doesn't last then neither will a polish or anything else. The paint is 'dead'.
