Boiler puzzle

Worcester 28i 15 years old. Remote thermostat. Segmented clock timer. Does not start central heating in the morning although hot water is fine. However central heating ignites and system works *perfectly* after filling a basin with hot water. The thermostat has a green light at the start and goes on and off as set temperatures are reached. Apart from running the how water at the start, nothing else seems to trigger the system to ignite.

Have you verified that the call for heat from the stat is actually reaching the boiler properly - and its at the expected voltage when it gets there?
