No it's not.

I don't recall any other country where you have to queue up once to pay for a little ticket for "whatever it is you want".

and then queue up again to exchange said ticket for the item(s).

Used to be the case in Yugoslavia but that was in 1970. Dopiest arrangement I ever heard of.

And it turns out I was wrong, he wasn't hanged from a lamp post, it was an Esso garage, and posthumous anyway.
