Only that anybody planting Leylandii, should be strung up from one and then buried beneath it.

No, there's no limit on height UNLESS there's more than one of them in a line (a hedge), it's over 2 metes in height, and they become he subject of a dispute; then the council CAN (not will) get involved, and this may involve the owner being asked to reduce the height. Look on

Like I said - "when used as a fence". This obviously involves more than one and as you say it is the fence height restrictions that come into play. Council doesn't have to get involved but if you have legal insurance they should cover it.
