No, it just makes him as 'English' as anyone else here, the English are a mish-mash of many different 'foreigners' as are just about every other 'nationality'. I suppose you *could* claim that the English are descended from the Angles but someone has already said that the 'Anglo-Saxon tribes' were foreigners so that's not much help! :-)
