do I extend the dimple board waterproofing membrane down the wall and out over the weeping tile then gravel or do I extend dimple board out from wall onto ground and put weeping tile on top of that then the drain rock or gravel

Just straight down the wall and ONLY out onto the footer's ledge to that edge, to maintain an open water path. You're just directing the water with the dimple board into the draining trough. The dimple board shouldn't restrict any water entering from above nor should it dam any water from below. Water comes from all directions and makes its own path. The quicker water can find its way out, the better.
