We have commercial toilet bowls, elongated, no seat covers, holes in the bowl for a bolt-hinge to swivel into seat hole. The bolts and nuts rusted, can they be replaced ???

Yepper, the originals got there somehow, so they can and are commonly replaced. Call-in a Plumber, as the commercial products are usually not readily available to the general public.
