i am trying to figure out the best way to get a 9' high post mounted on the outside of my patio to install string lights, i'm not sure if i mount a full post with concrete footer in front of my block wall, or mount a shorter post directly to the top of my block wall. suggestions?

If it's just a curtain rod or closet rod type size and purely for string lights, then screwing it to the wall is best. A short post mounted high with 2 screws or brackets 6 or more inches apart should last a good long time. Tapcons (product name) or Concrete screws should sink right in.
