Two technicians are discussing a wire harness

Two technicians are discussing a wire harness construction: Technician A says that connector #1 is the male connector because the while plastic connector fits inside the connector #2. Technician B says that connector number #2 is the male connector because it has male terminal pins inside. Who is correct?

Neither.

To be PC in these genderless times, such electrical items are to be refered to as plugs or sockets.

Haven't heard yet what to call pipe fittings ;-)

Maybe internal and external might work.

The pins are on the male connector

Agree, that's the electrical interface that's connecting, not the housing for the pins.
