I have an outside garage that has unfinished walls leading into the breaker panel and access to all the wires coming out of it. I need to have a 30amp service for my RV, which I don't. But I have 2x 20 amp breakers that I don't need (hooked to 2 electric heaters that I don't use). So can I replace the 2x 20's with 1x 30, if I can also change the outgoing wires to the new outlet to a heavier gauge?

30a RV service is typically 30a @ 120v so you are only replacing one breaker. You need 10/2 wg wire tho.

You probably don't need a full 30 amps. The 30 amp plugs provided on RVs allows use of the a/c and the microwave at the same time, for example. But either one individually uses less than 20 amps. I get along just fine using a 30 to 15/20 adapter plug for my RV to connect to a 20 amp circuit at home. Add up the amps on the devices that you would use concurrently while plugged in to discover if you really need 30.

That depends if the 2 20s are ganged providing 20 amps at 240 or if they are separate, If separate by all means replace ONE of them with a 30 and re-wire with the appropriate wire and outlet. The new 30 will HAVE to be a GFCI by code, and it is highly recommended that you follow code in this instance.
