OT:Green energy + Red tape

"A new $800,000 solar project at Death Valley National Park, photovoltaic panels at the state-of-the art visitors center at Santa Monica Mountains National Recreation Area and a solar power system at the U.S. Forest Service's new facility at Mono Lake are among dozens of taxpayer-funded projects in Southern California on hold as the federal agencies try to hash out an agreement with SCE to tie the projects to the state's electrical grid."

It seems as if Southern California Edison won't sign a contract that exempts the federal government from liability in case something goes wrong and the federal government is prohibited from entering into such an agreement.

Somebody should have sorted this out before construction even began.

"...Department of Homeland Security, has spent about $9.8 million to store $44 million in steel that it bought but did not use to build fence along the U.S,-Mexico border, according to a report from the DHS Inspector General."

"?purchased steel based on an estimate before legally acquiring land or meeting international treaty obligations,?

Another display of the lack of planning of the Bush Administration.

So why hasn't the Obama administration, after three years, sold the steel to recoup the money? Alternate: Why hasn't the Obama administration, after three years, managed to overcome the obstacles preventing the construction of the fence?

You don't have to go that far. They still own slaves in some parts of Louisiana.
