Actually that's good for an itchy sole of your foot with hard skin. Use a 6mm HSS drill (the side of it). Beats a pumice stone hands down.

That's not what the manufacturer's warning label says though, which refutes your contention that they are made for sticking in your ear canal until it hurts.

It's a little like something which says "For External Use Only" and you go on the front porch to eat it - but "most" people are smarter than that.

It's a legal get out clause. If you weren't supposed to stick them in your ear, they wouldn't exist.
