This all started because Hayes [the citizen] installed aluminum windows on the back of his house instead of the government-mandated wooden-framed windows.
Yea, it likely started there, but then what else happened to force the issue? Who was responsible for escalating the issue? Being stupid and stubborn is not a crime, but it can lead one to commit one.
