Mains power voltage drop to reduce usage?

I guess he got it wrong. There are city blocks empty because they built a lot of houses that could not be sold when the bubble exploded, not because of poverty.

Some builders had built new villages, that they could not sell. Some are unfinished.

Many people in Spain "store their money in bricks", ie, buy houses as an investment. Obviously when the bubble exploded, they stopped buying.

Then, the people working for the building spree were out of job, and they could no longer pay their mortgage on their expensive homes and lost them. Many had bought bigger and more expensive homes that would be normal, because they were, temporarily, making a lot of money.

Generalized poverty? No way. A crisis, many people broken? yes.

As I said, this is a modern country. Basically the whole of Spain is using smart meters, changed maybe ten years ago. And I saw nothing in media about them being faulty.

I have one TV on fibre, but the TV on the kitchen or the computer room use aerial.

Here, there are adverts on TV asking people to adjust their thermostats down to 19°C. This summer a new regulation mandated public buildings to adjust AC no lower than 27°C.

I don't have house heating. I heat a room at a time using a butane stove.

Are you sure they cause instability? They don't increase the power used, they increase the current to compensate for the voltage drop. Instability would only occur if the generators stalled, which happens if the power drawn exceeds what they can provide. If they're anything like a car alternator, the same power can come out at any revs.

The generator(s) can not cope with the load, so the voltage drops. The stabilizers at the clients rise the current and keep the power constant, instead of decreasing, causing the generators to drop speed instead (because they can not cope). Normally, when the speed drops below a value, the generator disconnects. Cascade failure. General blackout, unless some areas disconnect from the too loaded areas and isolate.

I was assuming a voltage drop caused on purpose later on, not at the generator. I was originally asking about reducing peak usage problems for short periods. The electric company could drop a winding or two somewhere to lower everyone's voltage. So resistive loads would use less, and loads you're talking about would use precisely the same (as far as the generator is concerned, as it's output voltage and current remain the same).

Is it possible to use a special transformer to shift the phase? So you take a single phase and lag it a bit? Do that twice over, then you have three phases cheaply.

They spin a bit faster in the USA, and have a little bit of less metal.

But if this strategy "works", the current increase causes more stress on the hardware: it heats more. Maybe destructively.

I have forgotten the math for this, but anyway, it is not cheap. Copper has never been cheap. The cheap method has always been one capacitor, to generate a bit of a phase. Many motors use this trick. Look inside a household fan, for instance.

Or you could buy a cheap car alternator (which is a 1 kW 3 phase generator) and physically power it from a single phase 1kW motor. Noisy though, but if you're using it to poser a three phase motor anyway....

Since Russia is the source of half the world's gas, when we refuse to buy it, or they won't let us, there isn't enough gas.

They're (form your point of view) pointless, and a possible source of spying and control. Why would you be happy with this? They can turn off your power at will!

You can't be bothered to connect them all to the decent service? In the UK, we call that sort of TV "council telly" - it's what you have when you have no money.

People will do what they want to or can afford to. That advert was pointless.

At 27C I'm too warm naked. I assume that's not allowed in your public buildings.

Nobody asked me if I wanted expensive power instead of cheap Russian power. I have nothing against Putin, I want to use his cheap gas.
