Why not just pack the building(s) with people to keep it warm. A small fan could be used to circulate the accumulated heat.

Bring hot food from home. Chili cook off, and bean supper. About 8 PM have someone light a match. We'd be in geo synch orbit for a few weeks. Call it a Chili Blast Off, and sell tickets.
Don't know why ANYONE in Northern North America would EVER fasten water pipes to outside masonry walls. Even a 2 or 3 inch standoff reduces the freaze problem significantly. Or why anyone in that area would BUILD a non insulated masonry building if it required heating. It's just a big money pit.
I'm also not sure. Yes, it does take a lot of heat.

If you don't have electricity, just use an air storage tank. Fill it at a gas station, if you have to.
Any building with seven zones, an "air storage tank" will be too small to do much good. Over head water pipes, four bathrooms, seven sinks, baptistry, outdoor hose bibs. Would you use five gal storage tank, or 7?

Thats 5 gallons of liquid CO2 at 320 PSI. Id suggest using a regulator when blowing out the plumbing.

In this case, it would probably take twenty or thirty trips to the gas station to get any where near enough compressed air. That driving gasoline woild be much better used, running a generator and compressor.
Yes, carbon dioxide is good. Liquid in the tank, and provides a considerable lot of vapor power. Regulator, is good, also. Sadly, I don't have either a tank or regulator. Do have generator and compressor, and blow out adapters.
I *highly* doubt it, if you don't leak all the air before it gets into the pipe. Seal that connection well, and it shouldn't take much at all. There isn't a lot of volume in the pipes. All you want to do is push the water in the pipes out.
I'd have to go measure the pipes. But, the feed from the street is noticably larger than 3/4 copper, I've used enough 3/4 in my life. From the meter to the WH is probably over 100 feet. And the copper that feeds the baptismal font is pretty big. The building is bigger than the typical church at the corner. I got complaints about "no hot water in the womens room". Find out that with two faucets running, it takes four minutes to get water from the water heater. 2 x 1.6 x 4 = about 12 gal, and that's just that one stretch of pipe.
12 gallons is 1.6 cubic feet. Not that much.

If the bulk the water in your pipes is in the ceililngs and walls then draining the system at the lowest available point will get most of it.
Next. a 5 gallon tank, pumped up to 7 atmospheres (14.7*7=101.5 psi), would give you 35 gallons of air at normal atmospheric pressure. Which is 4.7 cubic feet.
That fills three of your 12 gallon lines. After draining as above, that should be more than enough to push out the residual. Certainly several trips to fill the tank would do the job as would a smalll compressor running on a small generator.

Can you open windows or otherwise ventilate with outside air. If the inside and outside air are the same temperature and humidity, there should be no condensation.
Condensation only occurs if you fill the rooms with humid air while the walls are still at low tempertures. Heat very slowly. Box fans to circulate would help.
