I'm installing an electrical box in an open ceiling. Should the depth be such the the electrical box is flush with the finished drywall?

Flush. But if you're going to error, it's better to have it slightly recessed rather than sticking out if it's near a seam that needs to be taped and mudded.

yep, and there may even be a small lip/stop opposite the mount side 1/2" setback from the rim.
